There are 29 permitted lignite strip mines in Texas. Companies have ceased operations at some of them but are continuing to restore the land as required by law. Luminant’s Monticello Thermo Mine, which the company shuttered in 2016, shipped lignite — a low-grade form of coal — from the mine to Luminant’s Monticello Power Plant, which closed in 2018.
